Biden, Jr. School of Public Policy and Administration at the University of Delaware. Alexander C. Henderson is Associate Professor in the School of Management at Marist College. Lauren Hamilton Edwards is Associate Professor of Public Policy at the University of Maryland, Baltimore County.
